Background
In Hong Kong, approximately 70,000 tonnes of waste electrical and electronic equipment (WEEE) are generated annually. To address this alarming waste problem, the Hong Kong Government has been preparing for the introduction of a producer responsibility scheme (PRS) to facilitate the proper treatment of WEEE in Hong Kong.
The enabling legislation for the PRS on WEEE (WPRS), namely the Promotion of Recycling and Proper Disposal (Electrical Equipment and Electronic Equipment) (Amendment) Ordinance 2016 was passed by the Legislative Council in March 2016, whereas the Product Eco-Responsibility (Regulated Electrical Equipment) Regulation providing for certain operational matters relating to suppliers and sellers of regulated electrical equipment (REE), was enacted in July 2017.
From 1 August 2018, a supplier of regulated electrical equipment (REE) must have been registered with the Environmental Protection Department (EPD) before distributing REE. Registered suppliers must also fulfil other statutory obligations, including the submission of returns to the EPD, payment of recycling levies, as well as the submission of an annual audit report prepared by a practising certified accountant to the EPD.

- Air conditioners (Not exceeding 3 hp)
- Refrigerators (Not exceeding 500 L)
- Washing Machines (Not exceeding 10 kg)
- Televisions (Not exceeding 100 inches)
- Computers (Including desktop, tablet, laptop and notebook computer)
- Printers (Not exceeding 30 kg)
- Scanners (Not exceeding 30 kg)
- Monitors (Not exceeding 100 inches)

Main responsibilities of a supplier
As a supplier, you must:
✔ Become a registered supplier with EPD
✔ Submit quarterly returns
✔ Submit annual audit reports
✔ Pay recycling levy
✔ Provide recycling labels to the distributee
✔ Keep records properly for five years
