On 1 April 2024, the Vietnam Government officially approved PDP8 implementation plan under Decision 262/QD-TTg, following its approval on 15 May 2023. After two years of waiting, the plan is expected to provide detailed guidance for PDP8 implementation and help boost the Vietnamese power market.

Here are some key features of PDP8 implementation plan:

  1. Detailing power projects for small hydro power plants, biomass power plants, waste-to-energy plants, and rooftop solar capacity in provincial jurisdictions;
  2. Battery storage system projections until 2030;
  3. Establishing a pricing framework for electricity imported from Laos;
  4. Developing pricing frameworks for other power sources;
  5. Establishing the DPPA framework;
  6. Setting up a market framework for carbon certificate trading.
