Company sold $96,506 worth of products to Russian end users without necessary BIS licenses
The U.S. Department of Commerce’s Bureau of Industry and Security (BIS) announced a civil penalty of $180,000 against a materials refiner, smelter, manufacturer, and supplier to the global electronics, semiconductor, thin-film, and thermal management markets for unlicensed shipments of solder materials used in electronics manufacturing transistors and related products to Russia.
According to today’s BIS release, the New York-based company sold approximately $96,506 worth of these products to Russian end users between April 2022 and March 2023 without the necessary BIS licenses. The company thus engaged in conduct prohibited by the Export Administration Regulations (EAR) on 11 occasions, even though the company encountered, but failed to appropriately address, red flags throughout these transactions.
