The National Social Security Fund (Amendment) Act, 2021 was signed by the president of Uganda in January 2022 and is effective with its publication in the official gazette.
Key amendments concern:
- The definitions of “employer,” “contributing employer,” and “contribution”
- Compulsory registration of employers and eligible employees
- Voluntary contributions
- Midterm access to benefits
- Requirements for withdraw benefit and emigration benefit
- Additional benefits
- Events leading to the closure of members’ accounts
- Increased penalties
