The Mexican Social Security Institute (IMSS) on 10 February 2022 published in the official gazette the Agreement of the Technical Council on labor costs and factors (Spanish), which contains the labor costs for private works, as well as the labor factors (percentages) for contracts governed by the Public Works and Related Services Law, and is applicable as of 1 February 2022.

The IMSS may request confirmation of compliance with the agreement, particularly from those who carry out construction activities, and failure to demonstrate compliance could result in tax credits, reclassification in work risk insurance, among other consequences.
