Trade-related compliance activities offered in response to coronavirus are suspended

Guidance from the Ministry of the Economy (Secretaría de Economía), published in the official gazette on 12 August 2021, suspends certain activities as a relief measure offered in response to the coronavirus (COVID-19) pandemic.

Accordingly, certain procedures under the jurisdiction of the General Directorate of Trade Facilitation and Foreign Trade (of the Ministry of Economy) are suspended, including:

  • Measures relating to the promotion of the manufacturing industry, maquiladora and export services (IMMEX)
  • Measures related to the sector promotion program (PROSEC)
  • Rules regarding refunds of import taxes to exporters (drawbacks)

During this period of suspension, any days remaining will be considered to be “non-business days,” so that any unexpired limitations period will be tolled and will not be triggered or to begin to run again until the first business day following the day the suspension ends, and at that time, the deadlines of any processes that have been paused will resume. The suspension is valid for 30 business days after its effective date of 12 August 2021.
