Okrugli sto „Naučni i tehnološki razvoj i transfer tehnologije“ organizovan je u Beogradu, u okviru projekta „EU podrška Naučno-tehnološkom parku Beograd u pružanju usluga inovativnim kompanijama“, koji finansira Evropska unija. Događaj je okupio predstavnike nacionalnih institucija, Delegacije EU u Srbiji, istraživače, predstavnike instituta, fakulteta i startap kompanija, sa ciljem da definiše pravce za unapređenje politika u oblasti transfera tehnologija.
„Republika Srbija intenzivno reformiše svoj sistem nauke i tehnološkog razvoja. Od 2018. godine, donet je niz strateških dokumenata i ključnih zakona. Stvorene su nove institucije: Fond za nauku, Institut za veštačku inteligenciju, Institut BioSens, Institut za informacione tehnologije u Kragujevcu, naučno-tehnološki parkovi u Nišu, Novom Sadu i Čačku. Ojačane su postojeće institucije kroz kapitalna ulaganja i nove programe Fonda za inovacionu delatnost i Naučno-tehnološkog parka Beograd. U naučno-tehnološke parkove je uloženo više od 53 miliona evra. U 282 naučna projekta, na kojima je angažovano 1737 istraživača, investirano je 43.9 miliona evra. U 1499 inovaciona projekata uloženo je 58.8 miliona evra“, rekao je rekao je Saša Lazović, pomoćnik ministra prosvete, nauke i tehnološkog razvoja, i dodao: „Cilj ovog okruglog stola je bio da čujemo što veći broj konkretnih predloga kako se sistem može dalje unapređivati“.
U Evropskoj uniji je 46% istraživača zaposleno u privredi (naspram 2% u Srbiji), a broj patenata u EU na milion stanovnika iznosi 230 (naspram 50 u Srbiji).
„Nauka, inovacije i tehnologija su kičma razvoja konkurentnosti svake zemlje. Evropska Unija podržava Srbiju u procesima razvoja inovacija i komercijalizacije istraživanja, kako bi se ostvarila bolja saradnja između naučne zajednice i privrede. Do sada je Evropska unija za podršku inovacijama, razvoj nauke i naučnih istraživanja u Srbiji izdvojila 88.5 miliona evra bespovratne pomoći“, rekao je Martin Klauke, šef sektora II operacija u Delegaciji Evropske unije u Republici Srbiji.
„Posebno smo ponosni na saradnju sa Fondom za inovacionu delatnost. Od početka rada Fonda 2011. godine, podrška EU je bila ključna za obezbeđivanje sredstava za inovacije i promovisanje saradnje između naučne zajednice i privatnog sektora. Evropska unija je do sada u okviru Fonda finansirala programe u iznosu od 47 miliona evra. Do sada je više od 250 projekata podržano sredstvima EU. Želim da pomenem i našu saradnju sa Fondom za nauku, koji smo podržali sa 31.5 miliona evra kako bismo podstakli izuzetnost u naučno-istraživačkom radu, pre svega u oblastima koje su važne za razvoj srpske privrede“, dodao je Klauke.
„Evropska unija će nastaviti sa podrškom u razvoju inovacija, transformaciji znanja i istraživanja u proizvode i usluge, i tako doprineti unapređenju transfera tehnologije u Srbiji i njenom daljem privrednom rastu”, zaključio je Klauke.
Projekat „EU podrška Naučno-tehnološkom parku Beograd u pružanju usluga inovativnim kompanijama“ ima za cilj da ojača istraživanje i inovacije kroz institucionalnu podršku inovativnim kompanijama. U okviru projekta pripremljena je analiza koja se bavi transferom tehnologija u Srbiji.
„Transfer tehnologije treba da dobije značajnu ulogu ne samo u naučnom, već i ukupnom ekonomskom i privrednom razvoju naše zemlje. Analiza koja je pripremljena kroz projekat je pokazala da u Srbiji postoji potencijal i zainteresovanost sve šire naučne zajednice za uključivanje u proces tehnološkog transfera i razvoja inovacija. Međutim, potrebno je dalje raditi na izgradnji snažnijeg ekosistema koji treba da podrži ove aktivnosti. Neophodno je nastaviti sa edukacijom istraživača na polju zaštite intelektualne svojine, razvoja inovacija, ali i preduzetništva. Današnji okrugli sto dokaz je da postoji spremnost državnih institucija i naučne zajednice da zajedno rade na uspostavljanju čvršće saradnje između nauke i privrede. Verujem da ćemo nastaviti ovu saradnju, uz dalju podršku EU i svih drugih relevantnih institucija“, rekla je Jelena Begović, direktorka Instituta za molekularnu genetiku i genetičko inženjerstvo.

SCIENCE AND TECHNOLOGY DEVELOPMENT AND TECHNOLOGY TRANSFER – THE FOUNDATION FOR PROGRESS
The round table "Science and technology development and technology transfer" was organised in Belgrade, within the framework of the project "EU Support to Science and Technology Park Belgrade for Services to Innovative Companies", funded by the European Union. The event brought together representatives of national institutions, the Delegation of the European Union to the Republic of Serbia, researchers, representatives of institutes, faculties and startup companies. The goal of the round table was to define directions for improving technology transfer policies.
"The Republic of Serbia is reforming its system of science and technology development intensively. Since 2018, several strategic documents and key laws have been adopted. New institutions have been established. Some of them are Institute for Artificial Intelligence, BioSens Institute, Science Fund, Institute for Information Technologies in Kragujevac and science and technology parks in Niš, Novi Sad and Čačak.
Capital investments and new programs of the Innovation Fund and the Science and Technology Park Belgrade bolstered existing institutions. Science and technology parks have received over 53 million euros in investment. 43.9 million euros were invested in 282 science projects involving 1,737 researchers. 58.8 million euros were invested in 1,499 innovation projects," said Saša Lazović, Assistant Minister in the Ministry of Education, Science and Technological Development, and added that the goal of this round table was to gather concrete ideas and suggestions for further improvement of the system.
In the European Union, 46% of researchers are employed in the economy (compared to 2% in Serbia). The number of patents in the EU per million inhabitants is 230 (compared to 50 in Serbia).
“Science, innovation and technology are the backbone of any country's competitiveness. The European Union supports Serbia in the development of innovations and commercialisation of research, so cooperation between the scientific community and the economy would be improved. So far, The EU has funded innovation, development of science and scientific research in Serbia with grants worth 88.5 million euros”, said Martin Klaucke, Operations – Head of Section II, Delegation of the European Union to the Republic of Serbia.
“One of our projects which stands out is the cooperation with Innovation Fund. Since the Innovation Fund's operationalisation in 2011, the EU support has been crucial in providing financing for innovation in Serbia and promoting cooperation between the research community and the private sector. EU financed projects of the Innovation Fund worth 47 million euros. Over 250 innovative projects have been supported with EU funds. I would also like to mention our cooperation with the Science Fund of the Republic of Serbia. The Fund is supported with 31.5 million euros to boost scientific research and excellence in areas relevant for the development of the Serbian economy”, added Klaucke.
The European Union will continue to support the development of innovations, the transformation of knowledge and research into products and services, and thus contribute to the expansion of technology transfer in Serbia and the country's future economic growth”, Klaucke concluded.
The "EU Support to Science and Technology Park Belgrade for Services to Innovative Companies" project aims to strengthen research and innovation through institutional support for innovative enterprises. Analysis of technology transfer was prepared within the project.
“Technology transfer should play an important role in scientific research and our country's overall economic development. The analysis carried out through the project indicated there is a potential and interest among the wider scientific community to be included in the process of technology transfer and development of innovation. However, it is important to continue working on creating a stronger ecosystem that can support these activities. It is critical that researchers continue to receive training in the protection of intellectual property, innovation development, and entrepreneurship. Today's round table shows that state institutions and the scientific community are eager to work together to strengthen cooperation between science and the economy. I believe we will continue to collaborate, with support from the EU and all other relevant institutions that can help this process”, said Jelena Begović, Director of the Institute of Molecular Genetics and Genetic Engineering.
