On 18 March 2019, due to continued intermittent / unavailability of the Electronic Filing and Payment System (eFPS), the Bureau of Internal Revenue issued Bank Bulletin No. 2019-05 to instruct taxpayers enrolled in eFPS to file their returns manually or use the eBIR Forms Facility and pay the corresponding tax dues thru over-the counter with their respective Authorized Agent Banks (AABs) located within their locality.
On the other hand, AABs are advised to:
1. Accept the manually filed and out-of-district returns, and the corresponding payment of taxes from taxpayers enrolled in eFPS without the penalties for manual and/or “out-of-district” filing and payment, provided that taxpayers file and pay on or before the prescribed deadlines. This will be the case until such time that an advisory had been issued declaring the restoration of the eFPS.
2. Encode the tax payment data using the Limited Bank Data Entry System (LBDES)/bank system indicating the Revenue District Office (RDO) of the accepting AAB branch in the required field of the LBDES/bank system and NOT the RDO number of the taxpayer.
A separate advisory will be issued to inform the taxpayers under RDO Nos. 116, 121, 123, 124, 125, 126 and 127 on the place and manner of filing their returns and the payment of the taxes due thereon.
