Soh Lian Seng

With over 25 years of professional experience, Lian Seng heads the KPMG Tax Services practice in Malaysia with a focus on bringing professional acumen, capabilities, connectivity and technology-powered solutions to the most complex business challenges and transformation projects that tax leaders face.

He also leads the firm’s Tax Dispute Resolution practice and has extensive experience in advising local and multinational corporations on tax advisory and compliance, specializing on tax audit and investigation across different sectors. His negotiation skills and problem-solving acumen are well recognized by clients, supported by the numerous resolved cases Lian Seng has secured in major dispute resolution engagements.

Lian Seng maintains a solid working relationship with multiple government agencies, namely the Ministry of Finance (MOF), the Malaysian Investment Development Authority (MIDA) and the Ministry of International of Trade and Industry (MITI).

Under his leadership, KPMG Tax Services in Malaysia was named the 2019 Tax Dispute & Resolution Firm of the Year by the International Tax Review. In 2022, Lian Seng was elected the Deputy President of the Chartered Tax Institute of Malaysia for the 2022/23 term.

Chang Mei Seen

Mei Seen advises multinational companies on transfer pricing issues, including preparation of transfer pricing documentation in compliance with the Malaysian transfer pricing guidelines, transfer pricing advisory and planning for risk mitigation as well as involvement in defending clients during transfer pricing audits by the Inland Revenue Board. In addition, she has also been involved in restructuring exercises in various industries.

Her expertise includes corporate tax compliance engagements where she manages a portfolio of clients from a diversified range of industries. Her previous experience as an auditor has allowed her to better understand the client’s business conditions and devise appropriate transfer pricing solutions.


Ng Sue Lynn

Sue Lynn’s experience includes assisting clients on the Sales Tax and Service Tax (SST) as well as Goods and Services Tax (GST) implementation, advisory, compliance and health check projects. She also advised clients on customs and trade matters including valuation, product classification and market entry analysis.

Sue Lynn is also experienced in advising clients on the Price Control and Anti-Profiteering requirements

Her clients come from a diverse range of industries such as financial services, manufacturing, property and construction, retail, education and plantation. She is a regular speaker at Indirect Tax seminars and workshops (locally and internationally) and has authored several Indirect Tax articles.


Suraya Othman

Suraya advises multinational companies on transfer pricing issues, including preparation of transfer pricing documentation in compliance with the Malaysian transfer pricing guidelines. She has project management experience, especially in coordinating and managing large transfer pricing engagements involving large multinational companies and local group of companies.

Her clients are from various industries including consumer products, electrical and electronics, industrial products, commodity-based sectors such as upstream and downstream palm oil supply chain, automotive industries, as well as services industries. Shifaak Md Amin has started career with the Board in 1995. Having served the Board for over 28 years, Shifaak has oversight of the investigation and tax audit field of Inland Revenue Board in various branches including Miri, Johor Bahru Investigation Branch, before appointed as the Director of Kluang Investigation Branch and Malacca Branch.

Leveraging on her vast experiences in tax investigation as well tax auditing, she is now heading the Johor State of Inland Revenue Board. Prior to the current designation, she was a Division Director of Large Taxpayer Branch and Director of Multinational Tax Branch.


Amira Azhar

Amira is a senior associate with the firm’s Tax, SST, and Customs practice. She is heavily involved in tax litigation and advisory with a specific focus on corporate tax, petroleum tax, tax incentives, transfer pricing disputes and the recovery of goods and services tax.

She advises and represents Fortune 500 companies, public listed companies, international and multinational companies as well as SMEs from various industries.

She has appeared before the Special Commissioners of Income Tax, High Court, Court of Appeal, and Federal Court. She is presently involved in one of the largest tax disputes in Malaysia amounting to RM9 billion in claims. She has successfully engaged in various negotiations with the Inland Revenue Board and the Royal Customs of Malaysia.

She regularly contributes to the firm’s publications and The Tax Guardian, an official journal of the Chartered Tax various webinars where she spoke on the current tax issues in Malaysia.

In recognition of her expertise, she has been appointed as a UiTMLaw Industry Reviewer for the tax law syllabus under the UiTM Bachelor of Laws program.
