Policy review and strategy evaluation ensures that a policy is achieving its set objectives, with the least unanticipated consequences, and in the best manner possible. Policy review and strategy evaluation also ensures that a policy or strategy remains relevant over time.

Evaluation criteria

KPMG’s Infrastructure, Public Policy and Strategy team has extensive experience in policy review and strategy evaluation. We adopt bespoke frameworks to help gauge the impact of your policy or strategy. We can carry out Counterfactual Impact Evaluation to assess the impact of a program or strategy by comparing outcomes between the treatment group – a group consisting of individuals or entities subjected to the policy; and the control group – a group consisting of individuals or entities that have not benefitted from the policy. Counterfactual Impact Evaluation seeks to determine what would have happened had the policy or strategy not been implemented and is particularly suited to assess whether a pilot project should be extended to other areas of society or the economy.

Why carry out Policy Review and Strategy Evaluation?

  • Policy review and strategy evaluation can ascertain that a policy or strategy is achieving its intended goals, effectively and efficiently.
  • Policy review and strategy evaluation can assess whether the policy or strategy is resulting in unintended benefits or negative consequences, be they direct or indirect and determine who is bearing such outcomes. It can also highlight areas which require improvement and avoid potentially costly unintended consequences.
  • Policy review and strategy evaluation ensures that a successfully implemented policy or strategy remains relevant over time.
