The Ministry of Finance extended1 the terms of the pilot project on consignment notes and postponed the obligatory issuance of consignment notes on transactions with certain goods. We offer you a brief overview of the amendments.
Extension of the Pilot Project on Consignment Notes
The amendments extended the terms of the pilot project to 1 April 2022 for excisable products, import and export of goods to/from Kazakhstan, and goods for which electronic invoices are issued via the virtual warehouse.
For goods subject for labeling and goods from the List of Exemptions of the WTO the period of the pilot project remained unchanged – from 1 October 2021 to 1 August 2022.
The amendments supplemented the list of goods for the pilot project with construction materials for which electronic invoices are issued via a virtual warehouse. The period of the pilot project for these goods is from 1 February to 1 November 2022.
In addition to the extension of the terms of the pilot project, the amendments clarified the procedure for the preparation of consignment notes for various types of goods transportation. The amendments also introduced changes to the procedure for completing consignment notes and eliminated all provisions regulating preparation of consignment notes when a taxpayer uses a control bank account for VAT.
Deferral of Obligatory Consignment Notes
The amendments postponed the start of the mandatory issuance of consignment notes to 1 April 2022, except for goods subject to labeling and goods from the List of Exemptions of the WTO, for which the start date remains 1 August 2022.
Virtual Warehouse
The amendments expanded the list of goods for which electronic invoices are issued via the virtual warehouse. In particular, the new list includes various construction materials and metal products.
The amendments came into force on 16 November 2021.
