The General Administration of Customs and the National Development and Reform Commission Jointly Issued the Announcement on the Standard for Unit Consumption of Cathode Copper in Processing Trade (Announcement [2018] No.16)
On 25 January 2018, the General Administration of Customs (GAC) and the National Development and Reform Commission jointly issued the Announcement on the Standard for Unit Consumption of Cathode Copper in Processing Trade. The announcement will come into force from 5 February 2018 and the former Standard for Unit Consumption of Cathode Copper (Electrolytic Copper) in Processing Trade (Standard No: HDB/YS001-2000) shall be repealed simultaneously.

GAC Announcement on the Declaration Requirement for HS Code Involved in the Implementation of Anti-dumping Measures against 3-Phenoxy-benzaldehyde (Announcement [2018] No.17)
According to the Anti-dumping Regulations of the PRC, the Ministry of Commerce (MOFCOM) decided to implement temporary anti-dumping measures against the import of 3-Phenoxy-benzaldehyde (HS code: 2912.4990) originating in India by collecting security deposits from 8 February 2018. When consignees of imported goods declare the import of the commodities subject to anti-dumping measures specified in the MOFCOM Announcement [2018] No.8 under the aforesaid HS code, the consignees shall declare the HS code 29124990.10.

GAC Announcement on the Relevant Procedures of Changing Bank Deposit to Customs Affairs Guarantee (Announcement [2018] No.18)
In order to implement the requirement of the State Council to cancel the bank deposit ledger system for processing trade, the GAC issued an announcement on 13 February 2018 to specify the relevant procedures of changing security deposits to customs affairs guarantee.

GAC Announcement on Expanding the Pilot Reform of the Entity-based Supervision Model for Processing Trading (Announcement [2018] No.19)
The GAC decided to expand the pilot reform of the entity-based supervision model for processing trade (hereinafter referred as “the New Supervision Model”) by releasing GAC Announcement [2018] No. 19 on 26 February 2018. This reform is designed to comprehensively deepen the reform of customs supervision on processing trade and bonded operations, to improve customs supervision and service level for processing trade and to guide companies to self-discipline management. Based on the announcement, this pilot reform includes Tianjin, Hohhot, Manchuria, Shenyang, Changchun, Harbin, Shanghai, Nanjing, Hangzhou, Ningbo, Hefei, Xiamen, Nanchang, Qingdao, Zhengzhou, Wuhan, Guangzhou, Shenzhen, Gongbei, Huangpu, Zhanjiang, Nanning, Chongqing, Chengdu, Xi’an and Urumchi.
The scope of the New Supervision Model covers the following: setup (modification) of accounts, import and export, outward processing, deep processing transit, domestic sale, carryover of surplus materials and parts, application for verification and cancellation, and after-sales maintenance. The Announcement specified the applicable conditions for companies to adopt the New Supervision Model, which can decide on their own the verification and cancellation cycle as well as the date for declaring unit consumption. The announcement will come into effect from 5 March 2018 and the GAC Announcement [2017] No.29 shall be repealed simultaneously.

The Ministry of Commerce, the GAC, the Ministry of Industry and Information Technology, the State Administration of Science, Technology and Industry for National Defence, and China Atomic Energy Authority Jointly Issued the Announcement on the Additional List of Dual-Use Items and Technologies Banned from Export to North Korea (MOFCOM Announcement [2018] No.17)
The Ministry of Commerce, together with the Ministry of Industry and Information Technology, the State Administration of Science, Technology and Industry for National Defence, China Atomic Energy Authority and the General Administration of Customs, jointly issued an announcement to provide an additional list of dual-use items and technologies banned from export to North Korea. From the date of the announcement, dual-use items, technologies and conventional weapons that are related to weapons of mass destruction and their means of delivery as listed in the Announcement are hereby prohibited from being exported to North Korea.
