「外商投資向け優遇措置」・シリーズ第3回

中国は2009年から全国21都市を「中国サービス・アウトソーシングモデル都市」に指定してアウトソーシング産業の振興を図ってきた。2016年5月には10都市が新たに追加され、31都市（財税【2016】108 号）まで拡大し、これらの都市でも先行都市と同じく技術先進型サービス企業への企業所得税優遇措置が実施されており、サービス貿易で革新的な発展を目指すため15 か所を試行地区に指定した。2017年7 月 28 日に開催された国務院常務会議においても「サービス・アウトソーシングモデル都市の技術先進型サービス企業への所得税優遇措置を全国規模で推進する」ことを目標に掲げた。
