新しいハイテク企業認定管理ガイドラインの公布

中国科学技術部、財政部および国家税務総局は共同して、2016 年 6 月 29 日付けで「ハイテク企業認定管理業務ガイドラインの改訂・配布に関する通知」（国科発火「2016」195号、以下「新ガイドライン」）を公布した。従前から待望されていた今回の新ガイドラインによって旧ガイドライン（国科発火（2008）362 号）は大幅に改正された。これにより、中国科学技術部、財政部、国家税務総局が同年 1 月 29 日に共同公布した「ハイテク企業認定管理弁法、（国科発火「2016」32 号）（第5回チャイナタックスアラートを参照）」と共に、中央政府のハイテク企業に対するテクノロジー・イノベーション、知的財産権、技術産業応用に対する高レベルな要求と、監督管理がさらに強化される。なお、今回の新ガイドラインではハイテク企業認定手続き上曖昧であった条件が明確にされている。
