第12回全国人民代表大会第4回全体会議が2016年3月5日開幕した。李克強首相は、会議の冒頭で政府活動報告を行い、「2016年は全業種に増値税改革を徹底するため、5月1日から、不動産業、建設業、金融業、保険業、生活サービス業（医療業、ホテル業、飲食業、娯楽業）の重要な業種に対して増値税改革のパイロットプログラムを全面的に拡大する」と発表した。
