国務院は、2015年8月28日付けで「国務院弁公庁による税関特殊監督管理区域統合・最適化加速方案に関する通達」を公布し、税関特殊監督管理区域統合と最適化の方向性を定め、各種業務の推進タイムラインを記した。これは、既存する輸出加工区、保税物流園区、モダン・ロジスティクス、ビジネス業界の発展に力を入れながら、クロスボーダー・リース業務、クロスボーダー・Eコマース、さらには、区内の産業が研究開発、物流、販売、補修、再製造などの産業チェーンへと高度な発展を遂げるよう促進している。中国において当該産業に進出している企業は注意しなければならない。
