Since its establishment in 1998, the Office of the Auditor General (OAG) vision, mission and core values have been built on the belief that those who are entrusted with public resources should be brought to account and are expected to use the resources transparently and efficiently within the laws of Rwanda. In line with the overall public financial management reforms currently going on in Rwanda, the OAG received financing from the Dutch and Swedish governments towards the cost of supporting the OAG to produce clear, concise and precise audit reports within a reasonable lapse of time that gives the Rwandan government and parliament information about how funds are being collected and spent.

KPMG was first contracted by the government of Rwanda in April 2008  worked continuously since this time to build the capacity of the Office of the Auditor General (OAG). Through our work with the OAG we gained insights into the Rwanda government’s economic development priorities and developed excellent relationships and a wide network of key contacts in the public sector. The sustainability of OAG‘s high profile both nationally and internationally were greatly enhanced due to the significant improvement in the quality of reports produced. Key results included an increase in the number of entities annually audited by OAG from 70 in 2008 to over 100 in 2012 b) Increase in the percentage of total Government expenditure that is audited from 60% in 2008 to over 73% by the financial year ended 30 April 2012 c) Increase in the coverage for audit of Government Business Enterprises from 3% in 2008 to 30% by April 2012.
