Ministry of Home Affairs issued an Order on amendments in the consolidated revised guidelines on lock down measures to allow opening of shops.

The Order implies that:

a. In rural areas, all shops, except those in shopping malls are allowed to open.

b. In urban areas, all standalone shops, neighborhood shops & shops in residential complexes are allowed to open. Shops in markets/ market complexes and shopping malls are not allowed to open.

It is clarified that sale by E-commerce companies will continue to be permitted for essential goods only.

It is further clarified that sale of liquor and other items continues to be prohibited as specified in the National Directives for COVID-19 management.

April 21, 2020 District Administration, Pune Pune  city and Pimpri Chinchwad

Pune city and Pimpri Chinchwad were declared as containment zones, following a spike in coronavirus cases and related deaths in the district. The district administration had granted permission to resume industrial activities with a rider that firms cannot transport their workforce from hotspots and they will have to arrange accommodations and food for their employees on premises of plants. As such arrangements are not feasible for majority of the firms, most of them have decided not to resume operations till May 3.

The government is considering a proposal to contribute to the employees' share of the provident fund at companies with more than 100 workers. The scheme will cover only those earning a low salary.

If implemented, this will be an extension of the scheme under which the Union government is paying the EPF contribution of companies employing up to 100 workers of whom 90% earn less than ₹15,000 each per month.

The MHA has issued directives for public and office spaces. These include inter alia:

- Wearing of masks shall be compulsory and social distancing norms are to be complied with.

- Certain commercial, industrial and construction activities as listed in the Order, could be permitted after April 20, 2020.

All industrial and commercial establishments, workplaces, offices etc. shall put in place arrangements for implementation of a standard operating procedure (SOP) as provided in Annexure II.
