In the international procurement for Estonia’s new state budget information system, KPMG Baltics OÜ submitted the winning bid. The new solution, based on SAP platform, will replace fragmented budget information systems that have reached the end of their lifecycle and will consolidate state budget planning into a single environment.

      The platform developed by KPMG will be used by ministries, along with approximately 160 agencies under their administration, constitutional institutions, and the departments of the Ministry of Finance involved in preparing the state budget.

      “SAP’s cloud-based business management software enables organizations to manage their processes within a single system. In the context of the state budget, this means that more than 160 institutions will collectively save hundreds of working hours each year in the budget planning process,” said Tarmo Toiger, Partner and Head of Management Consulting and Technology at KPMG.

      Four bids were submitted in the IT procurement commissioned by the Ministry of Finance and organized by the State Shared Service Centre (RTK): three from Estonia and one from a Canadian company.

      “The procurement was extensive and highly competitive internationally, and we are pleased to have reached the next important stage,” said Riina Loorpuu, Head of Public Procurement at RTK. “Two participants offered their own platforms, while the others proposed third-party solutions. Following qualification, compliance checks, and evaluation, KPMG Baltics’ bid was selected as the winner, proposing a state budget information system based on the SAP platform,” Loorpuu added.

      The transition to the new state budget platform is planned to be completed by 2028 at the latest. The exact timeline will depend on system configuration and user readiness.

      The project will be funded from the state budget and the Ministry of Finance’s digital transformation program, co-financed by the European Union through the Cohesion and Internal Security Policy Fund for the 2021–2027 period.
