中国財政部「中華人民共和国増値税法（意見募集稿）」公布

中国財政部及び国家税務総局は共同して、2019年11月27日付けで「中華人民共和国増値税法（意見募集稿）」（以下「増値税法意見募集稿」）を公布した。これは、増値税制度の法制化、物品・サービスに係る増値税法規定の統一化へ最初の重要な一歩である。増値税法意見募集稿は、増値税の基本的な要素に対して首尾一貫した規定を定め、現行の増値税法規定における不確実性の大幅な低減に繫がり、企業及び税務アドバイザリーサービスの従事者にとって朗報となるだろう。
