中国政府、対米追加関税の適用除外の申請を受理開始

今年4月からエスカレートした米中貿易摩擦は両国の輸出入業者の利益に影響し始めている。この対応措置として、中国国務院関税税則委員会（以下「税委会」）は、対米報復措置の必要性と中国国内利害関係者の利益保護とのバランスを配慮し、2019年5月13日付で「対米追加関税賦課商品適用除外業務の試行に関する国務院関税税則委員会の公告」（以下「2号公告」）を公布した。同公告では、6 月3日から対米追加関税賦課の適用除外商品の申請を受理し、除外手続き作業を開始すると発表した。除外要件を満たす商品について追加関税の発動を猶予し、なお税金還付の要件を充足する場合には、既に徴収された追加関税も還付される。
