新税関信用管理規定の公布により、AEO認定は更に厳しくなる

中華人民共和国税関総署は、2018年11月22日付けで公告2018年177号（「税関認証企業標準」に関する公告）及び同11月27日付けで2018年178号（「中華人民共和国税関企業信用管理弁法」の実施の関連事項に関する公告）を公布し、「中華人民共和国税関企業信用管理弁法」（税関総署令237号、以下「237号令」）と合わせて実施する「税関認証企業標準」（以下「新標準」、共通標準及び輸出入貨物の荷受荷送人、通関企業、対外貿易総合サービス企業向けの個別標準から構成されている）を通知した。また、新標準は高級認証、一般認証及び信用喪失企業に対する管理措置を追加・明確化している（従来の規定との比較表は添付資料へご参照ください）。なお新標準は2019年1月1日より施行される。
