2018年10月20日、中国財政部、国家税務総局は「中華人民共和国個人所得税法実施条例（修正草案の意見募集稿）」及び「個人所得税特別付加控除暫定弁法（意見募集稿）」（以下、「意見募集稿」）を公布し、パブリックコメント募集を始めた。いずれも締め切り期日は2018年11月4日とされている。
