As Azerbaijani legislation does not envisage a requirement for adopting a corporate governance policy for companies (except banks) and does not stipulate a framework for such a policy, companies generally involve external consultants to develop such documents. While Azerbaijani legislation stipulates corporate-related requirements, the existing norms have not been updated for more than a decade.
