Thomas is the capability leader and head of Infrastructure, PPP and the Real Estate Advisory practice at KPMG Lower Gulf. His areas of expertise include policy and regulation, corporate strategy and planning, feasibility studies, sector assessment and transaction advisory services. He is also involved in structuring and project financing transactions for clients in the utilities, transport and social infrastructure sectors in the Middle East, South Asia, Southeast Asia, Africa and the CIS region. He specializes in advising both the government and private sector, including public private partnerships, on the procurement and financing of major infrastructure projects across the power (conventional and renewable energy), water, waste water, healthcare and transport (aviation, ports and public transport) industries. Throughout his experience, Thomas has also helped clients develop their strategy for infrastructure procurement, commercial structuring and financing with a particular focus on pathbreaking deals. This includes government agencies setting up PPP units, developing policies and procedures, and drafting template process and procurement documents.
